Biography
Brennan Foley focusses his practice on administrative law, primarily in the representation of municipalities and other entities before the Public Utility Commission of Texas and the Railroad Commission of Texas. Brennan has particular expertise in utility rate matters, certification proceedings and agency rule-makings. Brennan has also served as an arbitrator in disputes between utilities and has signifciant appellate experience regarding appeals of state agency final orders.
